Requires open course provisions to be waived for community college districts providing classes to inmates in state and federal correctional facilities, city/county jails, road camps, and farms for adults.

Authorizes the Board of Governors to include full-time equivalent student (FTES) units generated in inmate classes toward state apportionments, subject to specified limitations.

Requires credit course attendance hours to be funded at the marginal credit rate, noncredit courses at the noncredit rate, and career development/college preparation instruction at designated rates.

Prohibits districts from claiming apportionment for inmate classes when they receive full compensation for direct education costs from external agencies or have contracts where external parties received full compensation for district costs.

Requires districts to report partial compensation received for inmate education programs, with the Chancellor subtracting such amounts from total apportionment payments.
