AB 2659 Summary

• Eliminates requirement that vehicle rental companies verify a driver's signature written in person; allows verification by comparing photograph on driver's license to the renter instead.

• Exempts "rental companies" from driver's license inspection requirements if rental is under a membership agreement allowing keyless vehicle access via code, key card, or remote means outside regular business hours.

• Authorizes Department of Motor Vehicles to waive the driving skills test for commercial driver's license applicants with military commercial motor vehicle experience who are currently licensed by the United States Armed Forces and meet federal driving record standards.

• Provides exemption from all commercial driver's license requirements for active duty U.S. Armed Forces members, military reserves, National Guard members on active duty, and U.S. Coast Guard personnel when operating vehicles for military purposes.
