Establishes the County Retirement System Dental Care Program allowing retired county employees to enroll in dental coverage for themselves, survivors, and eligible dependents, with retirees responsible for premium payments.

Authorizes county retirement boards to contract with third-party administrators to provide dental care benefits, which may be revised or discontinued at any time.

Applies to counties of the first class only (Los Angeles County): allows retirement boards to adjust erroneous payments to members or beneficiaries within three years of payment, with extended 10-year periods for cases involving member death, remarriage, or fraudulent reporting.

Grants retirement boards discretion to correct errors or omissions by active/retired members or beneficiaries when requests are made within six months of discovery and meet specific standards related to mistake, inadvertence, or excusable neglect.
