• Repeals four obsolete CEQA sections (Sections 21172, 21172.5, 21175, and 21176) and makes technical amendments to streamline environmental review procedures and clarify existing requirements.

• Sunsets two temporary CEQA provisions on January 1, 2016: the tiered environmental impact report procedures under Section 21094 and the mediation process under Section 21167.10 (with continued tolling for completed mediations).

• Updates various CEQA requirements regarding public review periods, email comments, hazardous waste facility permits, and contaminated site identification procedures.
