Requires the Department of Resources Recycling and Recovery to adopt regulations by January 1, 2020, prohibiting the use of green material as alternative daily cover in landfills and counting it as disposal rather than diversion, with authority to delay implementation up to two years if adequate processing infrastructure is unavailable.

Mandates the department conduct an analysis by January 1, 2014, on using residual fines from material recovery facilities and composting byproducts as alternative daily cover, and adopt regulations by July 1, 2014, if determined adequate.

Expands the definition of "commercial solid waste" in statute to include all solid waste from stores, offices, and other commercial entities including multifamily dwellings of five or more units, and requires large-quantity commercial organics generators to arrange for separate organic waste collection and recycling by January 1, 2017.

Requires solid waste facilities accepting waste from the public to establish separate collection areas for green material and nonhazardous woody material, which may only be used for beneficial reuse and cannot be disposed in landfills.

Revises the definition of "source reduced" rigid plastic packaging containers to impose additional requirements on manufacturers.
