Creates the "Humane Treatment of Farm Workers Act" making it a misdemeanor for any person who directs or supervises an agricultural employee performing outdoor work without providing continuous shade and potable water (one quart per hour).

Establishes penalties of up to 6 months county jail, a fine up to $10,000, or both for violations.

Increases penalties to up to one year county jail, a fine up to $25,000, or both if the violation results in injury to an agricultural employee.

Specifies that prosecution under this section does not preclude charges under any other applicable law.

Exempts the state from reimbursing local agencies for costs related to this new crime under the California Constitution.
