Removes the January 1, 2013 expiration date, making indefinite the authorization for cities and counties to facilitate lot line adjustments under the Williamson Act by rescinding and simultaneously entering into new agricultural contracts.

Requires that new contracts restrict adjusted parcel boundaries for a term at least as long as the unexpired term of rescinded contracts, with a minimum of 10 years.

Mandates no net decrease in restricted acreage, with at least 90 percent of land from former contracts remaining under new contracts.

Establishes that adjusted parcels must be large enough to sustain agricultural use and that lot line adjustments cannot compromise long-term agricultural productivity or result in removal of adjacent agricultural land.

Prohibits lot line adjustments that would create more developable parcels than existed before the adjustment or result in parcels inconsistent with the general plan.
