Repeals and recasts provisions on feeding food waste to swine, making it unlawful unless the food waste has been heated, cooked, or processed to eliminate disease and the feeder has obtained a license from the department.

Exempts individuals feeding their own swine with food waste from their own household from licensing requirements.

Requires swine food waste feeders to obtain annual licenses expiring July 1 each year, with the department authorized to collect reasonable fees to cover licensing costs.

Prohibits disposal of food waste from vessels, aircraft, or other vehicles into state territorial waters or land except through immediate incineration, approved treatment/disposal, or delivery to licensed food waste collectors.

Imposes penalties including license denial, revocation, or suspension for violations, and prohibits violators convicted of feeding uncooked food waste from recovering compensation for confiscated or destroyed swine.
