Authorizes the California Science Center to establish an air and space center at its Exposition Park building in Los Angeles, instead of a space age museum.

Modifies nursery stock assessment exemptions to allow the Secretary of Food and Agriculture to exempt specific varieties of olive trees rather than entire olive tree species from the 1% gross sales assessment.

Excludes properly licensed retail food facilities that cut, wrap, and package cheese (excluding cottage cheese) purchased from licensed manufacturers from the definition of "milk products plant" subject to quarterly inspections.

Adds kefir to the list of Class 2 market milk products subject to milk handler price regulations and stabilization and marketing plan requirements.

Restructures the Dairy Council of California by requiring all members to be appointed by the secretary (rather than nominated by industry members), allows secretary to enforce and collect fees with interest charges, and increases the threshold for permanent termination of federal walnut export assistance funds from 2 consecutive budget years to 3 consecutive budget years.
