Sets the annual membership fee for active members at a maximum of $315 for 2013, effective until January 1, 2014.

Removes the $10 rebate previously provided for active members' annual membership fees.

Removes the $10 rebate previously provided for inactive members' annual membership fees, which remain capped at $75 maximum.

Allows the State Bar board to offer alternative payment methods including installment plans, credit card payments, and other means, with the ability to charge additional fees for these options.

Inactive members age 70 and older are exempt from paying annual membership fees.
