Amends Section 84602 of the Government Code to establish requirements for the Secretary of State to develop online and electronic filing systems for political candidates, committees, lobbyists, and other entities under the Political Reform Act of 1974.

Requires at least one free filing method available by December 31, 2002, with standardized nonproprietary record formats defined by July 1, 1999.

Mandates that all filed data be made publicly available on the Internet within 24 hours for late contribution and expenditure reports, and maintained online for 10 years before archival.

Repeals Sections 84604, 84609, and 84610 relating to online disclosure requirements specific to the 1998 statewide general election and 2000 primary election, as well as a $1,100,000 appropriation that had expired.

Requires the Secretary of State and Fair Political Practices Commission to report to the Legislature on system implementation, security, compliance costs, and recommendations for greater reliance on electronic filings.
