Exempts races that are part of the Arkansas Derby race card from the 50 imported thoroughbred races per day limitation in California.

Designates California Thoroughbred Trainers, Inc. as the plan sponsor under the federal Employee Retirement Income Security Act of 1974 (ERISA) for purposes of receiving deductions from purses for administrative expenses and services to trainers and backstretch employees.

Allows thoroughbred racing associations and fairs to distribute audiovisual signals and accept wagers on out-of-state races during their racing meetings without consent of horsemen organizations.
