Amends Section 23355 of the Business and Professions Code to clarify that alcoholic beverage licenses authorize license holders to exercise rights and privileges specified in the entire Alcoholic Beverage Control Act, not just within a specific article.

Creates a new limited off-sale retail wine license allowing direct-to-consumer wine sales via direct mail, telephone, or Internet, with sales restricted to 52 gallons or less per transaction and delivery from licensed premises or public warehouses.

Sets application and annual fees for the limited wine license equivalent to existing off-sale beer and wine licenses, with all collected fees deposited in the Alcohol Beverage Control Fund.

Makes technical and conforming changes to Section 23958.4 regarding "undue concentration" standards for retail alcohol license applications and the process for local governing body determinations on public convenience or necessity.
