Fair satellite facilities generating less than $10,000,000 annually in total handle may elect to opt out of satellite facility supervisor requirements if the fair board deems them not economically feasible.

Fair board must hold a public hearing and notify the California Horse Racing Board in writing 30 days prior to the hearing before opting out.

Fair satellite facility must notify the California Horse Racing Board within 10 days of approval and provide the name and contact information of individuals assuming the supervisor's responsibilities.

Fair satellite facilities opting out must continue to comply with all laws and regulations pertaining to satellite facility operation, including all responsibilities of the satellite facility supervisor position.
