Revises the definition of "California-bred standardbred horse" to remove the requirement that the foal be conceived in California, requiring only that it be sired by a stallion registered with the California Standardbred Sires Stakes Program

Eliminates the requirement that base purses for standardbred sires stakes races be equal across all 2-year-old and 3-year-old races regardless of sex and gait, allowing the California Standardbred Sires Stakes Committee to determine all base purses

Removes the minimum base purse exception requiring divisions to have no less than 75% of the original base purse if races are divided

Makes a technical, nonsubstantive change to the prohibition on altering or counterfeiting parimutuel tickets
