Establishes the Governor's Office of Business and Economic Development (GO-Biz) within the Governor's office, led by a director appointed by the Governor, to serve as the lead entity for economic strategy and marketing of California regarding business development and investment.

Grants GO-Biz authority to recommend policies to the Governor and Legislature, coordinate economic development activities, provide business support services including permitting assistance and tax credit information, and establish a telephone hotline and website to facilitate business investment.

Creates the California Business Investment Services Program within GO-Biz to serve employers, corporate executives, and business owners considering California for investment or expansion, with the director convening teams to address major business development situations.

Relocates the Office of Small Business Advocate from the Office of Planning and Research to GO-Biz, maintaining its role advocating for small businesses, responding to complaints about state regulations, and preparing annual reports to the Governor and Legislature.

Requires each cabinet member to designate a senior manager to coordinate business support activities with GO-Biz and mandates the office develop a budget coordinated with the Department of Finance starting in fiscal year 2012-13.
