Authorizes the Department of Transportation to award contracts for construction of no more than 8 transportation projects using the design-sequencing method, effective until January 1, 2017.

Requires the department to use its own employees or contracted consultants to perform all design services for these projects, with personnel costs included in the annual Budget Act.

Mandates the department publish data annually on each active design-sequencing project on its public website, including completion stage, district, cost, description, and estimated/actual completion time.

Requires contractors to be prequalified through special public notice and provide evidence of appropriate licensure and relevant past experience.

Limits design-sequencing use to projects meeting selection criteria with high probability of achieving time savings, reduced construction costs, or capturing available state or federal funds.
