Legislature finds urban heat island effect is a temperature differential between developed and rural lands and directs the California Environmental Protection Agency to develop a standard definition and index for measuring it.

Department of Transportation must develop a standard specification for sustainable or cool pavements upon completion of an urban heat island effect index to help reduce heat island effects.

California Building Standards Commission must consider incorporating the Department of Transportation's cool pavement specification into the California Green Building Standards Code during the next triennial adoption process as an additional heat island mitigation strategy.

California Environmental Protection Agency shall work with the Climate Action Team to develop heat reduction strategies including urban forestry, cool roofs, and sustainable or cool pavements.

Department of Transportation must collaborate with the California Environmental Protection Agency and other stakeholders on sustainable or cool pavement technologies and research.
