Expands exception to alcoholic beverage prohibition at public schoolhouses to include special events at facilities of public community colleges in all counties (previously limited to counties of the 1st, 4th, or 10th class).

Requires special events at community college facilities where alcoholic beverages are allowed to be held with permission of the governing board of the community college district.

Defines "special event" as festivals, shows, private parties, concerts, theatrical productions, and other events held on community college premises pursuant to a license or permit where principal attendees are members of the general public or invited guests, not students.

Maintains existing misdemeanor penalties for unlawful possession, consumption, or sale of alcoholic beverages on public school property and grounds, with additional bar on use of public school property privileges.

Coordinates with Senate Bill 339 to incorporate additional proposed amendments to Section 25608, operative only if both bills are enacted and this bill is enacted last.
