Expands commitment authority to the Division of Juvenile Facilities to include wards who committed specified sex offenses or were previously found to have committed serious, violent, or sex offenses.

Prohibits commitment to the Division of Juvenile Facilities only if the ward's most recent admitted or adjudicated offense is not a serious, violent, or sex offense as specified in Penal Code Sections 707(b) or 290.008(c).

Authorizes the chief of the Division of Juvenile Facilities to contract with counties to provide housing for wards who were in state custody on December 12, 2011, and whose commitments were recalled under specific circumstances.

Limits the period a ward can be held in physical confinement to the maximum period of imprisonment for an adult convicted of the same offense or the maximum term set by the court, whichever is shorter.

Took effect immediately upon approval by the Governor on February 29, 2012.
