Establishes the Office of Planning and Research as the state's liaison to the United States Department of Defense to facilitate coordination on issues of significant interest to California and the Department of Defense.

Requires the office to coordinate with the Department of Defense, other state agencies, local governments, and public and private entities to ensure sustainability of defense activities within the state.

Directs the office to develop legislation supporting the state-Department of Defense relationship and work with federal defense agencies to address regulatory activities affecting defense operations.

Mandates the office develop regional and statewide strategies for establishment and retention of military facilities and installations potentially impacted by proposed federal Base Realignment and Closure actions.
