Requires the State Air Resources Board to define "low-use vehicle" for tax-exempt nonprofit organizations as a vehicle operated fewer than 5,000 miles in the state during any compliance year.

Applies the low-use vehicle definition to diesel particulate matter, oxides of nitrogen, and other criteria pollutants reduction requirements for in-use diesel-fueled vehicles.

Specifies that if a vehicle's engine powers stationary equipment, the engine or power takeoff must operate less than 100 hours per compliance year, with an exception for auxiliary mechanisms that strictly load and unload cargo.

Defines "affected vehicle" to include diesel-fueled vehicles registered or originally designed for public highways, yard trucks used in agricultural operations, sweepers, and schoolbuses with gross vehicle weight rating greater than 14,000 pounds.

Declares the act an urgency statute to take effect immediately to help nonprofit organizations avoid severe financial burden from regulatory compliance during economic recovery.
