Appropriates $2,000,000 from the Waste Discharge Permit Fund to the Greater Monterey County Regional Water Management Group to develop an integrated plan addressing drinking water and wastewater needs in the Salinas Valley's disadvantaged communities.

Requires the management group to consult with the State Water Resources Control Board, State Department of Public Health, and disadvantaged community representatives in developing the plan.

Mandates the plan identify disadvantaged communities without safe drinking water and recommend planning, infrastructure, and water management solutions by January 1, 2016.

Declares the act an urgency statute taking effect immediately to provide funding for the integrated plan at the earliest possible moment.

Finds that special legislation is necessary due to unique water quality needs faced by disadvantaged communities in the Salinas Valley whose waters have been affected by waste discharges.
