Requires counties that regulate lobbying to adopt ordinances regulating property tax agents and property tax agent firms representing clients before county assessors and assessment appeals boards.

Mandates property tax agents register annually with the county board of supervisors' executive officer within 10 days and pay any imposed regulatory fees.

Prohibits property tax agents and property tax agent firms from making political contributions to elected county assessors or candidates for county assessor in that county.

Exempts property owners and trade associations from these requirements and permits tax agents to charge contingency fees.

Authorizes counties to impose reasonably necessary fees to cover regulatory costs and establishes reimbursement procedures for state-mandated local program costs.
