Adds members of the High-Speed Rail Authority to officials required to publicly identify financial interests, recuse themselves from discussions and votes, and leave the room during proceedings involving conflicts of interest.

Designates individuals selected to serve in peer review capacity to the High-Speed Rail Authority as designated employees subject to the authority's conflict-of-interest code, financial disclosure requirements, and post-government employment restrictions.

Requires statements of economic interests from designated employees to be filed with the High-Speed Rail Authority.

Declares the act furthers the purposes of the Political Reform Act of 1974 and takes effect immediately as an urgency statute.

Specifies no local reimbursement is required because costs result from creating criminal penalties for violations.
