Requires state agencies to provide narrative descriptions of proposed regulations upon request from persons with visual or other disabilities requiring effective communication under state or federal law.

Narrative descriptions must identify specific additions and deletions to the California Code of Regulations with express language and surrounding context suitable for reading software used by visually impaired persons.

Agencies must provide requested descriptions within 10 business days and grant requesters an extended 45-day public comment period from the date information is provided.

Requirements apply only to specified agencies and regulations: Department of Rehabilitation, building standards/disability access regulations, State Department of Education special education regulations, and State Department of Health Care Services Medi-Cal regulations.

Agencies adopting affected regulations must report to the Governor and Legislature by February 1, 2014 on the number of narrative description requests received and provided for 2012 and 2013.
