AB 43 Summary

• Implements the federal Patient Protection and Affordable Care Act (ACA) provisions by expanding Medi-Cal eligibility to adults earning up to 133% of the federal poverty level, effective January 1, 2014.

• Eliminates asset and resource tests for individuals whose income eligibility is determined using modified adjusted gross income (MAGI) methodology.

• Extends postpartum Medi-Cal coverage for pregnant women from 60 days to the end of the month in which the 60th postpartum day occurs, and extends foster care coverage to youth until age 26.

• Adds essential health benefits package services to Medi-Cal benefits schedule and simplifies eligibility redetermination procedures to reduce reporting requirements and documentation burdens.

• Requires income eligibility determination based on MAGI with a 5% income disregard and establishes a 12-month eligibility renewal period for MAGI-based beneficiaries.
