Authorizes the Sacramento Area Council of Governments to evaluate transit operators serving Sacramento County as a group rather than individually when determining compliance with transit funding requirements.

Permits group evaluation only if the Sacramento Area Council of Governments finds that the public transportation services of the grouped operators are coordinated.

Requires the Sacramento Regional Transit District to maintain a minimum fare recovery ratio of 23 percent of operating costs, regardless of group evaluation status.

Applies to compliance determinations under existing transit funding requirements in the Public Utilities Code sections 99268.1, 99268.2, 99268.3, 99268.4, 99268.5, and 99268.9.
