Creates State Public Works Enforcement Fund and authorizes Department of Industrial Relations to monitor and enforce prevailing wage compliance on state bond-funded public works projects, charging awarding bodies up to one-fourth of 1 percent of bond proceeds for these services.

Authorizes $4,300,000 loan from Uninsured Employers Benefit Trust Fund to State Public Works Enforcement Fund for startup costs of Labor Compliance Monitoring Unit.

Allows awarding bodies to continue operating existing approved labor compliance programs or enter collective bargaining agreements as alternatives to reimbursing the department for prevailing wage monitoring and enforcement.

Exempts public works projects funded by Water Security, Clean Drinking Water, Coastal and Beach Protection Act of 2002 from certain prevailing wage monitoring requirements under state bond-funded provisions.

Modifies prevailing wage exemption thresholds to $25,000 for construction work and $15,000 for alteration/repair/demolition work if awarding body establishes labor compliance program or reimburses department for monitoring costs.
