Relocates the Office of Education and the Environment from the California Environmental Protection Agency to the Department of Resources Recycling and Recovery (CalRecycle) and requires the office to implement the statewide environmental education program for elementary and secondary schools.

Authorizes CalRecycle to revise the model environmental curriculum as needed, with revisions subject to review by the Instructional Quality Commission and approval by the State Board of Education.

Requires CalRecycle to make the model curriculum available electronically on its website and coordinate with state agencies to facilitate use of the curriculum by schools; allows these agencies to collaborate with nonprofit organizations, businesses, and other entities for implementation.

Transfers authority over the Environmental Education Account from the California Environmental Protection Agency to CalRecycle and eliminates the authorization for agreements with external fiscal agents to receive private contributions.

Removes the January 1, 2013 sunset date on the Environmental Education Account and repeals provisions related to external fiscal agents and annual reporting requirements regarding the account.
