Requires charter-party carriers to ask chartering parties at time of booking whether alcoholic beverages will be served/transported and whether any passengers will be under 21 years old.

When alcohol and minors are both present, requires designation of a person 25+ years old as "designee" responsible for checking IDs, reading required statements to minors, and monitoring alcohol consumption during the trip.

Makes it a misdemeanor for drivers to commence transport without required designee present (unless minor is with parent/guardian), without designee's signed form, or without age verification and statutory statement being read.

Establishes civil penalties of up to $2,000 for first violation, up to $2,000 or 30-day suspension for second violation, and revocation for third violation by the Public Utilities Commission.

Makes designee and parents/guardians legally responsible for reasonably foreseeable personal injury or property damage caused by alcohol consumption by minors, and establishes misdemeanor penalties for failure to notify driver or allow drinking to occur.
