Amends Public Resources Code Section 75101 to establish implementing regulations for the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006 ($5.4 billion in bond funds).

Requires the State Department of Public Health to adopt emergency regulations governing repayment of contamination cleanup costs recovered from responsible parties, with emergency regulations remaining in effect for 180 days before permanent adoption.

Establishes the Groundwater Contamination Prevention Account in the State Treasury to receive funds recovered from parties responsible for groundwater contamination, with continuous appropriation to the Department of Public Health for cleanup and prevention activities.

Permits the Department of Public Health to expend up to 3% of recovered funds for oversight costs and allows memorandums of understanding with the Department of Toxic Substances Control for oversight activities or fund transfers to the Site Remediation Account.

Takes effect immediately as an urgency statute necessary for preservation of public health, safety, and environmental protection.
