Exempts persons experiencing drug overdose and those seeking medical assistance for overdose victims from criminal prosecution for possession of controlled substances, drug paraphernalia, or being under the influence, provided they seek medical assistance in good faith and do not obstruct emergency personnel.

Does not provide immunity for drug distribution, sale, provision, or exchange of controlled substances, or for forcible drug administration.

Does not affect criminal liability for offenses involving activities made dangerous by drug consumption, including driving under the influence violations.

Defines "drug-related overdose" as an acute medical condition resulting from ingestion of controlled substances in excessive quantities that may result in death, disability, or serious injury.

Intended to encourage timely calls to emergency services by eliminating fear of arrest as a barrier to seeking medical assistance for overdose victims.
