Authorizes the Ventura Port District to award dredging contracts without competitive bidding if the contractor was selected through a federal competitive bidding process for an ongoing federal dredging project in Ventura County.

Requires the Port District board to make written findings based on substantial evidence that the non-competitively bid contract will cost less than a contract awarded through standard competitive bidding procedures.

Exempts this dredging contract authority from the existing requirement in Public Contract Code Section 20751 that port district contracts for new construction over $10,000 or building maintenance over $10,000 be let through competitive bidding.

Legislature declares that a special statute is necessary for the Ventura Port District due to the unique availability of an existing federal competitive bidding process for dredging projects in the county that can be used to preselect contractors.
