Allows an enterprise zone that expired in 2012 and sent a reapplication letter to the Department of Housing and Community Development in 2012 to be temporarily extended if the department has not issued a request for proposal or conditionally designated the maximum number of zones.

Temporary extension continues until the earlier of December 31, 2014, or when the department issues conditional designation letters to the maximum number of enterprise zones statewide.

Requires the department to notify the Franchise Tax Board within 60 days of any enterprise zone extension or expiration.

Requires temporarily extended zones to submit reports by October 1, 2013 and December 31, 2014 detailing employment certifications, business information, and progress toward goals; limits zone size to no more than 110% of the previous enterprise zone size.

Directs the Employment Development Department and State Department of Education to prioritize training for unemployed individuals in temporarily extended enterprise zones; repeals these provisions on January 1, 2015.
