Amends Section 748.5 of the Public Utilities Code to require electrical corporation revenues from direct allocation of greenhouse gas allowances be credited to residential customers, small business customers, public transportation agency customers, and emissions-intensive trade-exposed retail customers.

Defines "public transportation agency" as a public agency that provides public transportation as defined in the California Constitution Article XIX A, Section 1(f)(1)(A).

Requires the Public Utilities Commission to adopt and implement a customer outreach plan by January 1, 2013 to inform customers about greenhouse gas allowance revenue credits through bill notices and media outlets, with implementation costs recoverable in rates.

Allows the commission to allocate up to 15 percent of greenhouse gas allowance revenues for clean energy and energy efficiency projects administered by electrical distribution utilities that are not otherwise funded.

Specifies that no state reimbursement is required under Article XIII B because the act only changes the definition of a crime.
