Extends administrative penalty authority for fare evasion and passenger misconduct violations to all public transportation agencies (previously limited to certain transit operators).

Allows public transportation agencies to adopt ordinances imposing civil administrative penalties instead of criminal penalties for violations of Penal Code Section 640 and specified conduct violations, excluding minors.

Requires all penalties collected to be deposited in the general fund of the county where the citation is administered.

Adds sale or peddling of goods and services without consent as a violation subject to administrative penalties.

Requires public transportation agencies to report to the Legislature at two and five years after ordinance enactment regarding citation numbers, penalty amounts, passenger behavior effects, and court cost savings.
