Prohibits persons required to register as sex offenders under the Sex Offender Registration Act from residing, working, or volunteering in foster homes, licensed facilities, or homes receiving dependent children, except as specified or if a juvenile court waives the prohibition for noncustodial parents, relatives, or extended family members.

Violation of the residency and employment prohibition is a misdemeanor.

Requires law enforcement officials registering sex offenders to determine if the registered address is prohibited, notify the registrant, and report matches to county child welfare agencies and the Department of Social Services.

Requires the State Department of Social Services to provide addresses of foster homes and child-serving facilities to law enforcement agencies by January 1, 2014, and to conduct quarterly comparisons of registered sex offender addresses against facility addresses.

Allows juvenile courts to waive the prohibition if the residence is a noncustodial parent or relative's home and placement is in the child's best interest.
