Prohibits persons in vessels or bathers from possessing any container with an alcoholic beverage (opened or closed) on the Sacramento River between Highway 32 Bridge and Big Chico Creek during summer holiday periods when Glenn and Butte County Boards of Supervisors ban alcohol consumption on adjacent land portions.

Defines "container" as a bottle, can, or other receptacle holding alcoholic beverages.

Violation is punishable as an infraction under Government Code Section 25132(b).

Requires Glenn County and Butte County to post notice on land portions along the Sacramento River describing the infraction penalties.

Took effect immediately upon Governor approval on August 1, 2011, as an urgency statute.
