AB 5 Summary

• Requires school districts to adopt and implement a locally negotiated "best practices teacher evaluation system" beginning July 1, 2014, replacing previous evaluation requirements, with evaluations based on teacher accomplishment of specific objectives and multiple observations by trained evaluators.

• Establishes minimum evaluation standards including assessment of teacher engagement with pupils, subject matter competence, instructional planning, use of pupil assessment data, professional development, and contribution to pupil academic growth using multiple measures.

• Changes evaluation frequency for highly qualified permanent teachers from at least every 5 years to at least every 3 years, except as otherwise negotiated in the best practices system.

• Appropriates $60 million for the 2013-14 fiscal year to school districts with eligible schools to fund implementation costs including evaluator training and development of uniform observation tools.

• Modifies Quality Education Investment Act funding and class size requirements for kindergarten and grades 1-3 to an average of 20 pupils per class with a maximum of 22 pupils per classroom.
