Requires meteorological towers between 50-200 feet in height located on or within one mile of prime agricultural land to be marked with alternating aviation orange and white bands (20-30 feet wide) if erected after January 1, 2013.

Mandates attachment of orange marker balls (cable balls) to each outside guy wire and seven-foot high visibility safety sleeves at each anchor point on affected meteorological towers.

Authorizes local agencies to incorporate these marking requirements into applicable land use permits but prohibits requiring new permits specifically for meteorological towers, and requires state requirements to supersede conflicting local permitting rules.

Sunsets on January 1, 2018, unless extended by subsequent legislation enacted before that date.

Contains no state reimbursement obligation to local agencies because costs result only from the creation of a new crime under the State Aeronautics Act.
