Ratifies the tribal-state gaming compact between California and the Federated Indians of Graton Rancheria, executed on March 27, 2012, pursuant to the federal Indian Gaming Regulatory Act of 1988.

Exempts from California Environmental Quality Act (CEQA) review the execution of the compact, amendments to the compact, and related intergovernmental agreements between the tribe and county, city, or Department of Transportation.

Exempts from CEQA review on-reservation impacts of compliance with the compact terms and the sale of compact assets or creation of special purpose trusts related to the compact.

Clarifies that the exemptions do not apply to cities, counties, or the Department of Transportation beyond the specifically enumerated actions, preserving their CEQA obligations otherwise.

Declares the act an urgency statute effective immediately to enable revenue sharing eligibility at the earliest possible time to address state budget issues.
