• Requires the board to develop funding allocation policies by January 1, 2014, ensuring that within 3 years no less than 70% of gang and youth violence suppression, intervention, and prevention funding is used for programs utilizing proven evidence-based principles and practices.

• Excludes funds already designated to the Local Revenue Fund 2011 from these provisions.
