Permits transportation agencies to share vehicle toll usage data with other transportation agencies (in-state and out-of-state) solely to comply with interoperability specifications and standards for electronic toll collection devices.

Allows transportation agencies to participate in nationwide interoperability programs with other states' toll collection agencies, sharing only license plate numbers, transponder identification numbers, transaction dates/times, and operating agency identity.

Requires transportation agencies to establish and publicly post privacy policies describing what personally identifiable information is collected, which third parties may receive it, and how subscribers can access and modify their information.

Mandates that transportation agencies discard non-essential toll collection data within four years and six months after account closure or bill payment, and purge closed account information within four years and six months.

Prohibits sale or provision of personally identifiable information to third parties except as specified, with violations allowing private lawsuits for actual damages or $2,500 per violation (or $4,000 for three or more violations), plus attorney's fees.
