Extends workers' compensation cancer presumption to firefighting members of fire departments serving National Aeronautics and Space Administration (NASA) installations who meet specified training standards under Health and Safety Code Section 13155 et seq.

Expands eligible groups for cancer presumption to include firefighters at Department of Defense installations (certified by DOD), fire and rescue services coordinators at the Office of Emergency Services, and existing categories of firefighters and peace officers.

Establishes that cancer developing during service is presumed to arise from employment if the member demonstrates exposure to a known carcinogen, with the presumption remaining disputable if evidence shows the carcinogen is not reasonably linked to the cancer.

Extends the presumption for three calendar months per full year of service after termination, capped at a maximum of 120 months.

Makes the law retroactively applicable to cancer-related workers' compensation claims filed or pending on or after January 1, 1997, including previously denied claims.
