AB 591 Summary

• Defines "hydraulic fracturing" as pressurized injection of water and chemicals into underground geologic formations to fracture rock and enhance oil or gas production.

• Requires persons performing hydraulic fracturing to provide well operators with a complete list of chemical constituents (including Chemical Abstracts Service numbers) and the amount and disposition of water and hydraulic fracturing fluid recovered from each well.

• Mandates that well operators include hydraulic fracturing chemical information, water usage amounts and sources, and radiological components in the well drilling history filed with the State Oil and Gas Supervisor within 60 days of operation cessation.

• Requires the State Oil and Gas Supervisor to add non-trade secret hydraulic fracturing information to existing Internet maps on the Division of Oil, Gas, and Geothermal Resources website and make it publicly available associated with specific wells.

• Requires the State Oil and Gas Supervisor to submit a comprehensive annual report to the Legislature beginning January 1, 2013, detailing hydraulic fracturing activities, water usage, and disposition in California oil and gas production.
