Allows the Veterinary Medical Board to contact the Department of Motor Vehicles by June 30, 2012, to request an additional 12-month period to collect applications for a specialized license plate program.

Permits the Veterinary Medical Board to contact existing applicants to determine whether they want refunds of their fees and deposits or wish to continue holding their applications until 7,500 total applications are received.

Requires the board to refund fees or deposits to any applicant who requests them and prohibits the board from collecting and holding applications for more than 36 months total from initial approval.

The law becomes inoperative on July 1, 2013, and is repealed on January 1, 2014, unless extended by subsequent legislation.

Declared an urgency statute effective immediately upon approval on April 26, 2012.
