Removes California State University campuses from the definition of "state agencies" subject to Department of General Services oversight for motor vehicle acquisition and replacement, effective July 1, 2012.

Requires CSU Trustees to purchase vehicles using statewide commodity contracts to the greatest extent feasible.

Mandates CSU Trustees submit an interim report to the Governor and Legislature on January 1, 2014, and a final report on January 1, 2015, detailing motor vehicle procurement by campus, purchase methods, costs, and procurement timelines.

Repeals all reporting and procurement requirements under this section on July 1, 2015.

Takes effect immediately as an urgency statute.
