Authorizes use of carbon monoxide for controlling burrowing rodent pests only until January 1, 2018, subject to specified conditions and regulatory requirements.

Requires carbon monoxide delivery devices to display a permanent warning label in plain view of the operator with specific danger information about carbon monoxide exposure and prohibited uses in inhabited structures.

Makes carbon monoxide use subject to the California Endangered Species Act and Fish and Game Code provisions governing endangered species protection and taking of fur-bearing animals.

Directs the Secretary of Food and Agriculture to include carbon monoxide control methods in the vertebrate pest research program and to develop educational materials on proper use of carbon monoxide delivery systems.

Allows expenditures for educational outreach on safe use of carbon monoxide to control burrowing rodent pests as part of the vertebrate pest control research program.
