Requires the State Department of Health Care Services to include housing status questions on Medi-Cal applications (both paper and electronic) to determine if applicants are homeless, using the federal definition in Title 24 Code of Federal Regulations Section 582.5.

Requires the State Department of Social Services to include housing status questions on CalFresh applications and seek federal waivers to align CalFresh's homeless definition with the federal standard.

Makes housing status questions optional for applicants and does not require answers to complete applications or submit electronic forms.

Limits implementation of application changes to times when there is another reason to revise the applications for Medi-Cal (for Health Care Services) and at the next scheduled revision for CalFresh (for Social Services).

Requires both departments to begin reporting to the Legislature's budget committees on the number of homeless beneficiaries and households, starting at the end of the first fiscal year following application changes.
